On the basis of a chronological approach of the decision-making process with regard to the recognition of the PRC we concluded in an analytical part that the decision-making process was merely of the "hypo-institutional" type. Afterwards, we examined the effectivity of the Belgian policy in comparison with the international scientific literature on recognition and with the practice of other small European states. We concluded the non-recognition policy had been ineffective. The relation between "hypo-institutional" decision-making on the one hand and ineffective (...) public policy on the other hand is just one element within a broader research-project : "The effectivity of public policy according to type of decisionmaking". In recent years there has been a renewed interest in the design argument, which states that the seemingly purposeful features of the natural world point to the existence of a supernatural designer. The purpose of this article is to give a brief survey of the fine-tuning of the fundamental constants in physics and cosmology, and complexity in biology, and their potential implications for the design argument. Contingency in the history of the earth and the evolution of life on earth is (...) also discussed, and some of the problems associated with inferring design from scientific investigations of nature are evaluated. It is concluded that an unambiguous detection of design in nature is not possible, but that this does not eliminate the demand for an ultimate explanation of the existence of the universe and the life it harbours. Current theories propose that our sense of curiosity is determined by the learning progress or information gain that our cognitive system expects to make. However, few studies have explicitly tried to quantify subjective information gain and link it to measures of curiosity. Here, we asked people to report their curiosity about the intrinsically engaging perceptual ‘puzzles’ known as Mooney images, and to report on the strength of their aha experience upon revealing the solution image (curiosity relief). We also asked our (...) participants (279) to make a guess concerning the solution of the image, and used the distribution of these guesses to compute the crowdsourced semantic entropy (or ambiguity) of the images, as a measure of the potential for information gain. Our results confirm that curiosity and, even more so, aha experience is substantially associated with this semantic information gain measure. These findings support the expected information gain theory of curiosity and suggest that the aha experience or intrinsic reward is driven by the actual information gain. In an unannounced memory part, we also established that the often reported influence of curiosity on memory is fully mediated by the aha experience or curiosity relief. We discuss the implications of our results for the burgeoning fields of curiosity and psychoaesthetics. (shrink)

This paper aims at contributing to a research agenda in engineering ethics by exploring the ethical aspects of engineering design processes. A number of ethically relevant topics with respect to design processes are identified. These topics could be a subject for further research in the field of engineering ethics. In addition, it is argued that the way design processes are now organised and should be organised from a normative point of view is an important topic for research.

Features are unary operators used to build record-like expressions. The resulting term algebras are encountered in linguistic computation and knowledge representation. We present a general description of feature logic and of a slightly restricted version, called record logic. It is shown that every first-order theory can be faithfully interpreted in a record logic with various additional axioms. This fact is used elsewhere [15] to extend a result of Tarski and Givant [14] on expressing first order theories in relation algebra.

In the value sensitive design literature, there has been little attention for how values may change during the adoption and use of a sociotechnical system, and what that implies for design. A value change taxonomy is proposed, as well as a number of technical features that allow dealing with value change.

Proactively including the ethical and societal issues of new technologies could have a positive effect on their acceptance. These issues could be captured in terms of values. In the literature, the values stakeholders deem important for the development of technology have often been identified. However, the relative ranking of these values in relation to each other have not been studied often. The best worst method is proposed as a possible method to determine the weights of values, hence it is used (...) in an evaluative fashion. The applicability of the method is tested by applying it to the case of smart meters, one of the main components of the smart grid. The importance of values is examined for three dimensions of acceptance namely sociopolitical, market, and household acceptance. (shrink)

We establish completeness and the finite model property for logics featuring the pooling modalities that were introduced in Van De Putte and Klein. The definition of our canonical models combines standard techniques with a so-called “puzzle piece construction”, which we first illustrate informally. After that, we apply it to the weakest classical logics with pooling modalities and investigate the technique’s potential for the axiomatization of stronger logics, obtained by imposing well-known frame conditions on the models.

Direct-to-consumer advertising (DTCA) of prescription drugs has been a heavily contested issue over the past decade, touching on several issues of responsibility facing the pharmaceutical industry. Much research has been conducted on DTCA, but hardly any studies have discussed this topic from a corporate social responsibility (CSR) perspective. In this article, we use several elements of CSR, emphasising consumer autonomy and safety, to analyse differences in DTCA practices within two different policy contexts, the United States of America and the European (...) Union (EU). Doing so results in an alternative analysis of the struggle between proponents and opponents of DTCA from a CSR perspective, adding an alternative view on this debate. (shrink)

How have legal philosophers systemized law, and what types of assumptions have they made in undertaking this task? In what sense is law a system, and how is it maintained as such? This translation of a French book answers these two core inter-related questions by surveying and analyzing the theories of a number of important European legal philosophers as well as offering its own distinct theory for viewing the law as a system.

We invite systematic consideration of the metaphors of cycles and circulation as a long-term theme in the history of the life and environmental sciences and medicine. Ubiquitous in ancient religious and philosophical traditions, especially in representing the seasons and the motions of celestial bodies, circles once symbolized perfection. Over the centuries cyclic images in western medicine, natural philosophy, natural history and eventually biology gained independence from cosmology and theology and came to depend less on strictly circular forms. As potent ‘canonical (...) icons’, cycles also interacted with representations of linear and irreversible change, including arrows, arcs, scales, series and trees, as in theories of the Earth and of evolution. In modern times life cycles and reproductive cycles have often been held to characterize life, in some cases especially female life, while human efforts selectively to foster and disrupt these cycles have harnessed their productivity in medicine and agriculture. But strong cyclic metaphors have continued to link physiology and climatology, medicine and economics, and biology and manufacturing, notably through the relations between land, food and population. From the grand nineteenth-century transformations of matter to systems ecology, the circulation of molecules through organic and inorganic compartments has posed the problem of maintaining identity in the face of flux and highlights the seductive ability of cyclic schemes to imply closure where no original state was in fact restored. More concerted attention to cycles and circulation will enrich analyses of the power of metaphors to naturalize understandings of life and their shaping by practical interests and political imaginations. How are we to appraise new technological developments that may bring revolutionary social changes? Currently this is often done by trying to predict or anticipate social consequences and to use these as a basis for moral and regulatory appraisal. Such an approach can, however, not deal with the uncertainties and unknowns that are inherent in social changes induced by technological development. An alternative approach is proposed that conceives of the introduction of new technologies into society as a social experiment. An (...) ethical framework for the acceptability of such experiments is developed based on the bioethical principles for experiments with human subjects: non-maleficence, beneficence, respect for autonomy, and justice. This provides a handle for the moral and regulatory assessment of new technologies and their impact on society. (shrink)

La décision d’embaucher une personne en situation de handicap est positionnée en référence au cadre théorique Contextual Strategic Human Resource Management (SHRM). Dans une étude qualitative menée auprès de 38 employeurs néerlandais considérés (...) comme inclusifs ou comme ayant une attitude positive, neutre ou vis-à-vis de l’emploi de personnes handicapées, trois questions ont été étudiées: (1) Suite aux nouvelles mesures législatives, quelles sont les considérations stratégiques que les employeurs prennent en compte dans leur décision d’embaucher (ou non) des personnes handicapées?; (2) Quelles conditions doivent être remplies pour considérer le cadre organisationnel comme propice à l’embauche de personnes handicapées; (3) Comment les employeurs embauchent-ils des personnes handicapées en fonction de leur politique de gestion des ressources humaines? Cet article prouve que les employeurs réagissent de manière contextuelle et stratégique à une pression institutionnelle, et qu’ils considèrent différents niveaux d’ajustement (environnemental, stratégique, organisationnel et interne). I propose to draw on Alexander Nehamas’ philosophy of beauty as an in-between, bringing affect and ethics closer together.

It often appears that leading politicians in Belgium consider the results of the municipal elections in the light of national polities. They stick to the thesis that the municipal poll-results, at least in the bigger towns, are more and more influenced by the constellation of the nation's politics.Is it really so that the municipal elections indicate the hearings of the national political situation? Can one draw conclusions from the results of these elections as if they were national ones? And can (...) one,any how, compare municipal to parliamentary elections? By comparison of the results of municipal elections 1964 and of parliamentary elections 1965 it was checked which shifts in party-choice havehappened during this short period of eight months. If no oscillations, or only a few, were detected between both elections, one could conclude that the municipal elections 1964 indicated indeed the hearings of the parliamentary elections 1965.Successively, the national and provincial results of these elections were compared and the party-shifts on national and provincial level were calculated.To make a relevant comparison between the election-results on a lower level, a comparable basic unity had to be found. As there were no municipal data available at parliamentary elections on one side, andonly municipal results at the municipal elections on the other side, the least possible unity for which parliamentary election-results are known, the electoral canton namely, was chosen as a comparison-basis. For that purpose however the results per party had to be additioned in all municipalities belonging to one canton.Part of the electoral cantons was unfit for use as comparison-material for two reasons : the highly varied and often strongly local-coloured political party-structure on one hand, the big number of municipalitieswithout elections on the other hand. So we were bound to make a choice out of 212 electoral cantons. Finally the cantons with a maximum of 4 municipalities were chosen, which limited the number of cantons to 28. These cantons were classified by degree of urbanisation according to the typology of W. Van Waelvelde and H. Van der Haegen.In that classification the percentages of votes in favour of the political parties, at the occasion of these elections, were tabulated and compared.The participating parties and lists were grouped as much as possible around the traditional parties to which they were most related. So we distinguish in Flanders : CVP, BSP, PVV, VU, CPB and other parties ;in the Walloon region: PSC, PSB, PLP PCB, French-speaking lists and other parties.For this analysis we also thought it was relevant to control separately the shifts of the electoral corps in the Flemish, the Walloon and the Brussels cantons. These shifts were then specified according to thedegree of urbanisation.To measure the size of the party-shifts for these elections, the external election-shift standard was calculated for the chosen Flemish, Walloon and Brussels cantons, with a special attention for the degree of urbanisation. Finally we examined which attitude was assumed by the government, the governmental and the opposition parties, in relation to the results of the municipal 1964 elections.It appeared that some notable party-shifts had been realized during the short period between the municipal elections of 1964 and the legislative elections of 1965. In general, a certain polarization has taken place due to a centrifugal vote-shift to the left and still more to the right. The direction of vote-shifts, which had shown at the municipal elections of 1964, was affirmed at the legislative elections of 1965 and for some parties, CVP and PVV namely, it was even accentuated. The parallelism between both elections in relation to the direction of the vote-shifts did not mean however that the size of these shifts was the same everywhere. The image of the shifts was different according to linguistic region and degree of urbanisation.The analysis of the urbanisation-degree showed that the level of oscillations grew higher as the urbanisation-degree grew lower. Seen per linguistic region, the largest shifts had taken place in the Walloon cantons. According to the calculations of the electoral shift standards during the period 1964-1965, the lowest oscillations were noted in the Flemish and Brussels cantons, i.e. the voting-behaviour of the big agglomerations during the municipal elections of 1964 were the closest to the national electoral pattern. Seen that way they were, up to a certain degree, a value-measure for the general policy.Finally the remark should be made that the limitation to the two above-mentioned elections does not allow any generalization of the obtained conclusions. The short period between those elections was itself an exceptional situation which may have been of influence on the results of the comparisons. (shrink)

What do players of videogames mean when they say they want to shoot zombies? Surely they know that the zombies are not real, and that they cannot really shoot them, but only control a fictional character who does so. Some philosophers of fiction argue that we need the concept of imaginative desires to explain situations in which people feel desires towards fictional characters or desires that motivate pretend actions. Others claim that we can explain these situations without complicating human psychology (...) with a novel mental state. Within their debates, however, these scholars exclusively focus on non-interactive fictions and children’s games of make-believe. In this paper, I argue that our experience of immersive, interactive fictions like videogames gives us cause to reappraise the concept of imaginative desires. Moreover, I describe how i-desires are a useful conceptual tool within videogame development and can shed new light on apparently immoral in-game actions. (shrink)

A 121-nation study of societal collectivism and a 174-nation study of political autocracy show that parasitic stress does not account for any variation in these components of culture once the interactive impacts of climatic demands and income resources have been accounted for. Climato-economic livability is a viable rival explanation for the reported effects of parasitic stress on culture.

Even if the concept of organization is increasingly recognized as crucially important to (philosophy of) biology, the fear of thereby collapsing into vitalism, understood as the metaphysical thesis that “life” involves special principles irreducible to (and that perhaps even run counter to) the principles governing the physical order, has persisted. In trying to overcome this tension, Georges CanguilhemCanguilhem, G. endorsed an attitudinal form of vitalism. This “attitudinal stance” (a term coined by Charles Wolfe) shifts the issue of organization away from (...) ontological commitments regarding the nature of things as they are in themselves, in favor of epistemologicalEpistemology issues concerning the stance of the knowing subjectSubject. However, it is based on some epistemological tenets that deserve further examination. Firstly, in spite of its anti-Cartesian spirit, the attitudinal stance implicitly relies on a CartesianCartesianism perspective on the relation between subject and object. Secondly, it rests on the idea that some objects can meaningfully be identified as persisting individuals—living organisms—in a way in which others cannot, even if it denies that the capacity to be meaningfully identified as such reflects an actual property of them. This chapter outlines a possible alternative viewpoint that takes these challenges to heart by developing a co-constitutive picture of the relation between subject and object—a picture based on Georges Canguilhem’s own theory of judgment, but supplemented by Immanuel KantKant, I.’s transcendental logic. Most fundamentally, it is argued that the (self-)organization of living beingsLiving beings draws attention to and is structurally intertwined with the (self-)organization of the thinking subject’s rational (i.e., logical, conceptual, judging) capacities. Some philosophers believe that appeals to promoting or maximizing good consequences are a suspect way of attempting to justify coercive interference with another person's actions. Suppose that is true. If there is a presumption that individuals have a right not to be coercively interfered with, then, foregoing utilitarian type appeals, it would seem that the only way to justify coercive interference of a paternalistic sort would be to show that under certain conditions the presumption fails.

Purpose The purpose of this paper is to develop an ethical framework for the marketing of corporate social responsibility. Methods The approach is a conceptual one based on virtue ethics and on the corporate identity literature. Furthermore, empirical research results are used to describe the opportunities and pitfalls of using marketing communication tools in the strategy of building a virtuous corporate brand. Results/conclusions An ethical framework that addresses the paradoxical relation between the consequentialist perspective many proponents of the marketing of (...) CSR adopt, and ethical perspectives which criticize an exclusive profit-oriented approach to CSR. Furthermore, three CSR strategies in relation to the marketing of CSR are discussed. For each CSR strategy it is explored how a corporation could avoid falling into the promise/performance gap. (shrink)

We study the logic of neighbourhood models with pointwise intersection, as a means to characterize multi-modal logics. Pointwise intersection takes us from a set of neighbourhood sets Ni (one for each member i of a set G used to interpret the modality □) to a new neighbourhood set NG, which in turn allows us to interpret the operator □G Here, X is in the neighbourhood for G if and only if X equals the intersection of some Y {Yi | Yi (...) ∈G}. We show that the notion of pointwise intersection has various applications in epistemic and doxastic logic, deontic logic, coalition logic, and evidence logic. We then establish sound and strongly complete axiomatizations for the weakest logic characterized by pointwise intersection and for a number of variants, using a new and generally applicable technique for canonical model construction. En las últimas décadas, las organizaciones se dirigen hacia un enfoque más igualitario, conforme a los ideales del ‘New Work Order’, razón por la cual los modelos jerárquicos con un solo líder ‘poderoso’ se hacen cada vez menos aceptable. Por motivo de esta tendencia general, ha surgido un interés creciente por una conceptualización compartida o múltiple del liderazgo, como el ‘co-liderazgo’. Sin embargo, pocas investigaciones se han concentrado en la manera en que se establecen constelaciones del co-liderazgo durante la interacción (...) desde una perspectiva discursiva. Además, aunque este proceso del co-liderazgo se realiza sobre la base de recursos verbales y no verbales, el conocimiento sobre el desarrollo de este proceso queda limitado. En este artículo, incorporamos una perspectiva multimodal y, con el método del análisis del discurso, analizamos la constelación del co-liderazgo en una reunión de un movimiento juvenil. Para analizar los procesos del liderazgo en la interacción, los análisis se basan en los conceptos de la postura y la posición deóntica proximal y distal. Además, se investiga el papel de la epistémica en relación con la representación de los derechos deónticos. De los análisis, se desprende que, en esta reunión, hay una distribución clara de los derechos deónticos, a veces relacionada con la posición epistémica de los participantes. Además, el análisis muestra que el co-liderazgo siempre es un proceso esencialmente colaborativo en el que todos los participantes contribuyen. (shrink)

We assessed how synchronous speech listening and lipreading affects speech recognition in acoustic noise. In simple audiovisual perceptual tasks, inverse effectiveness is often observed, which holds that the weaker the unimodal stimuli, or the poorer their signal-to-noise ratio, the stronger the audiovisual benefit. So far, however, inverse effectiveness has not been demonstrated for complex audiovisual speech stimuli. Here we assess whether this multisensory integration effect can also be observed for the recognizability of spoken words. To that end, we presented audiovisual (...) sentences to 18 native-Dutch normal-hearing participants, who had to identify the spoken words from a finite list. Speech-recognition performance was determined for auditory-only, visual-only (lipreading) and auditory-visual conditions. To modulate acoustic task difficulty, we systematically varied the auditory signal-to-noise ratio. In line with a commonly-observed multisensory enhancement on speech recognition, audiovisual words were more easily recognized than auditory-only words (recognition thresholds of -15 dB and -12 dB, respectively). We here show that the difficulty of recognizing a particular word, either acoustically or visually, determines the occurrence of inverse effectiveness in audiovisual word integration. Thus, words that are better heard or recognized through lipreading, benefit less from bimodal presentation. Audiovisual performance at the lowest acoustic signal-to-noise ratios (45%) fell below the visual recognition rates (60%), reflecting an actual deterioration of lipreading in the presence of excessive acoustic noise. This suggests that the brain may adopt a strategy in which attention has to be divided between listening and lipreading. (shrink)
